Issue
When clicking the Create button in Brand Station in order to create a new document, the Edit Document window appears empty.

Analysis
This can occur when the you do not have read-only access rights to the temporary layout status used by InDesign Server.

Resolution
Instructions for the system administrator:

By default,  the temporary layout status is the “TEMP” status, but can be configured to any status via the TemporaryState setting in the config.xml file.

Make sure that the user has got sufficient read-only rights for the temporary status as defined in the config.xml file.
